How come I can't PsP a particular player?

PsP is a 100% voluntary process, and requires the person who is being PsP'd to make themselves available for PsP before you can PsP them.

If you can't PsP someone, this is likely because a) they don't want to be PsP'd right now or b) they are not yet at the degree required to participate in PsP.
